Dear Honorable Representatives of House Appropriations Committee:

Thank you for your work.

I am writing to express my opposition to HB201, to be considered in your committee today. This bill would limit EV acquisition in the State fleet to no more than 3%. This is ludicrous for many reasons.

First, ideally, free market and cost considerations should determine fleet composition.

Second, considering the impacts of climate change, the state fleet should transition to 100% EV. This is consistent with the State Climate Action Plan and National and International goals to reduce carbon emissions. This will ultimately be market-driven because internal combustion engines will eventually become unusable.

Third, this bill is in direct opposition to H.B.341 ("Preserving Vehicle 15 Purchase Choice Act") which states: “no state agency or political subdivision shall prohibit or restrict the use, sale, or lease of a motor vehicle based on its energy source.”

Thank you for your consideration,
